Common questions about workplace lead testing.

Who is legally required to have blood lead testing?

Under the WHS Regulations, any person conducting a business or undertaking (PCBU) must provide biological monitoring for workers carrying out lead-risk work. This includes construction and demolition workers disturbing lead paint, battery manufacturing and recycling workers, foundry and smelting workers, lead paint removal contractors, plumbers working with lead solder, and anyone welding or cutting lead-coated surfaces. If your workers are exposed to lead dust, fumes, or material in any form, you are likely required to provide blood lead monitoring.

How often do workers need to be tested?

A baseline test is required before a worker starts lead-risk work (or within 3 months). A follow-up test is required one month after commencing. After that, the frequency depends on the worker's blood lead levels: every 6 months if levels are below 10µg/dL, every 3 months if between 10-20µg/dL, and every 6 weeks if above 20µg/dL. The supervising doctor may also recommend more frequent testing based on individual circumstances.

What changed with the March 2025 WHS amendments?

The Work Health and Safety Amendment (Blood Lead Level Exposure Values) Regulations 2025 lowered the blood lead thresholds that trigger workplace actions. The removal threshold for males and non-reproductive females dropped from 40µg/dL to 30µg/dL. The return-to-work threshold dropped from 40µg/dL to 20µg/dL. For females of reproductive capacity, the removal threshold dropped from 10µg/dL to 5µg/dL. These changes mean more frequent testing and earlier intervention for exposed workers.

What happens if a worker's blood lead level is too high?

If a worker's blood lead level exceeds the removal threshold (30µg/dL for males, 5µg/dL for females of reproductive capacity), you must remove them from lead-risk work immediately. The supervising doctor arranges a medical examination within seven days. The worker may only return when their level drops below the return-to-work threshold (20µg/dL for males) and the doctor confirms they are fit. You must also notify your state WHS regulator.
